Top U.S. Spy Agencies Disagree on True Origin of Havana Syndrome

New disagreements have reportedly arisen among U.S. intelligence agencies on the potential development of devices by foreign foes that may have caused the ailment termed Havana Syndrome, as indicated by an intelligence report published on Friday.

The majority of the U.S. intelligence community continues to assert that it is highly improbable that the diverse symptoms recorded by over 1,500 U.S. government personnel since the initial cases in Havana in late 2016 were induced by a foreign entity.

However, in a significant change, two intelligence agencies now assert there is a “roughly even chance” that U.S. rivals have been developing a new weapon capable of inducing the illness.

One opposing agency asserts that it may have already been utilized to inflict harm on a limited number of American servicemen and dependents who have exhibited indications of Havana Syndrome, according to the study.

Havana Syndrome comprises a collection of inexplicable medical symptoms, including vertigo, cephalalgia, lethargy, nausea, anxiety, cognitive impairments, and varied degrees of amnesia.

A report from March 2023 by the Office of the Director of National Intelligence determined that the symptoms were unlikely to result from foreign adversaries targeting U.S. personnel, but were likely attributable to a combination of pre-existing medical conditions, conventional illnesses, and environmental factors.

Senator Mark Warner, the leading Democrat on the Senate Intelligence Committee, stated that the committee would maintain its focus on providing care for victims and asked intelligence services to persist in probing the origins of the health crises.

A December assessment by Rep. Rick Crawford, an Arkansas Republican on the Permanent Select Committee on Intelligence, said that it “appears increasingly likely” that a foreign enemy was responsible for certain instances of Havana Syndrome.
