President Donald Trump on Monday reportedly signed an executive order declaring that the United States will treat any armed attack against Qatar as a direct threat to American security, a sweeping move that underscores the Gulf state’s strategic importance to Washington.
The order, signed while Israeli Prime Minister Benjamin Netanyahu was visiting the White House, followed an Israeli strike in Doha last month that killed six people, including five senior Hamas members and a member of Qatar’s internal security force. Netanyahu, during his visit, placed a call to Qatar to apologize for the strike.
In the executive order, Trump stated that the United States “shall regard any armed attack on the territory, sovereignty, or critical infrastructure of the State of Qatar as a threat to the peace and security of the United States.” The order further pledged that “in the event of such an attack, the United States shall take all lawful and appropriate measures — including diplomatic, economic, and, if necessary, military — to defend the interests of the United States and of the State of Qatar and to restore peace and stability.”
The move highlights Qatar’s status as a longtime U.S. partner in the Middle East. The Gulf nation has hosted American forces and played a role as mediator in negotiations over the ongoing war in Gaza.
Trump himself visited Qatar in May, touting business partnerships and strengthening ties. The nation is also providing a jet to be used as the next Air Force One as part of a controversial deal.
For Trump, the executive order reflects both pragmatism and loyalty to a regional ally. He acknowledged his dissatisfaction with the Israeli strike at the time, saying he “wasn’t happy” with the incident, which threatened to inflame tensions across the Gulf.
The Qatari prime minister had vowed to retaliate, raising the risk of a broader clash between two U.S. partners. Days later, Trump and the Qatari leader met in New York to ease tensions.
By issuing this new security guarantee, Trump signaled that Washington intends to stand firmly behind Qatar even as it continues to balance its vital alliance with Israel.
